    1. Public Assistance (PA) Support
     
    1. PA
    • Liaison between sub-recipients and FEMA.
    • Provide technical assistance to sub-recipients.
    • Coordinates the flow of information, documents and request between sub-recipients and FEMA.
    • Provide guidance and recommendations on policy, when applicable.
    • Conduct assessments and monitor submissions to ensure compliance with approved SOWs, FEMA Public Assistance policies, and procedures.
    • Conflict resolution - review and submit changes in scope, appeals, alternate projects, improved projects, and time extensions must be forwarded to the State for review.
    • Coordinates request for and submission of additional documentation.
    • Participate in meetings with FEMA and sub-recipients.
    • Complete and submit quarterly financial report.
    • Reconciliation for disaster closeout.
    • Conduct Recovery outreach & education.
    • Technical assistance with Grants Portal system.
    • Establishes and maintains contact with sub-recipients in the various Federal, State, Local, Tribal and voluntary agencies and organizations participating in the operation of the overall Public Assistance Program.
    • Assists in the review of Public Assistance project applications.
    • Knowledge of the principles, concepts, and practices of the FEMA Public Assistance program.
    • Ability to communicate orally and in writing with external partners and senior management.
     
    1. Additional Task
    • Implement and manage a detailed tracking mechanism for all projects.
    • Assist in the management of millions of dollars in FEMA federal recovery funds, distributed across hundreds of projects.
    • RIEMA liaison between sub-recipients and FEMA on finance issues. 
    • Audit project worksheets for compliance.
    • Background in Microsoft products including Excel is a plus.
    • Process and track sub-recipient payments.
